Air Force Reserve civil engineers help build and maintain all structural elements of an Air
Force Base. They also construct and support the living and working environments of
Reservists on assignment in strategic locations around the world. Other functions of this
mission include construction of protective shelter and air base operations and recovery
after attack. A special capability team called Civil Engineer Maintenance and Inspection is
charged with inspection and repair of mobile aircraft arresting systems, emergency
airfield lighting systems and generators.

There are two types of Reserve civil engineer units: Prime Base Engineer Emergency
Force (Prime BEEF) and Rapid Engineers Deployable, Heavy Operational Repair
Squadron Engineer (RED HORSE).

Prime BEEF units are mobile assets deployed to air bases. This group of almost 400
becomes a fixed air base combat support force capable of accomplishing:
Structural & Crash Fire Rescue, force bed-down, war damage-related repair,
day-to-day air base facility operations, explosive ordnance disposal operations

The
RED HORSE unit also deploys as a self-sufficient team of some 400 specialists,
including: engineering, food service, lodging, mortuary affairs, medical, personnel,
supply, equipment maintenance, and contracting operations
